Scope

This newly created role, assists the Fleet Services Manager in the management of the Fleet Services department function and has a pivotal role in the Vehicle Insurance function. This department is responsible for ; the MUS car scheme, fuel cards, driving licence checking, MID compliance, the vehicle insurance function and other related Fleet Services administration functions. This covers all types of vehicle that operate across the Morrison Utility Services (MUS) business.

Working as an integral part of the newly formed Fleet Services team within the Plant & Fleet Services division based in Arlesey, Bedfordshire, the appointee will be a key 'Number 2' to the Fleet Services Manager. A key focus of the role is management of the Vehicle Insurance function and assisting the Fleet Services Manager in the smooth operation of the department including sharing responsibility for a team of three supporting Administrators (already in place).

As well as providing support to the Fleet Services Manager, the Assistant Fleet Services Manager must take personal responsibility for the vehicle insurance function; setting reserves for damaged vehicles on the vehicle insurance schedule, managing end of life / external hire damage recharges, managing mid life repairs, contacting drivers who have not reported accidents, chasing drivers where a statement is required by the companies insurers, monitoring key accident management reports, managing the write off process and overseeing ULR claims being handled by the accident management company and fielding complaints from members of the public to pass them across to the Road Safety and Green Fleet Manager.

The Fleet Services department has stiff financial targets to meet and the performance of both the company car fleet (utilisation / cost control) and the vehicle insurance fund (cost control / effective administration) is key to the department's success. In conjunction with the Fleet Services Manager the Assistant Fleet Services Manager has a key part to play in achieving these targets through the efficient management of processes / suppliers and optimising the effectiveness of the Fleet Services team.

The Role
  • Vehicle Insurance Own Damage Fund; the effective and accurate administration of the insurance fund ensuring the Insurance Schedule is completed correctly with key financials in cooperation with MPF& S accounts dept, setting reserves for damaged vehicles on the vehicle insurance schedule, managing end of life / external hire damage recharges, managing mid life repairs, managing the write off process and overseeing ULR claims through the fund and any other own damage fund related activity as required.
  • Accident Management: working with the accident management company to ensure all accidents are reported correctly and on time, chasing employees who have not reported accidents (involving HR / line management if required), monitoring reports to ensure downtime is minimised, Write Offs are dealt with effectively and ULR performance is at a high level and (with finance) ensure billing is correct.
  • Third Party Insurer: work with the MUS third party insurer where MPF&S assistance is required in securing driver statements, sign off of legal representations, statement of facts, etc.
  • MID; effective management of the addition and deletion of vehicles from the Motor Insurance database, to ensure MPF&S/MUS are fully compliant.
  • Driving Licences; managing the driving licence checking process (with external Licence Checking company) to ensure licences are checked in accordance with policy and licence issues are proactively followed up. Manage the on line dashboard to ensure all MUS drivers and where applicable sub contractors are compliant.
  • Car Scheme; support the Fleet Services Manager to ensure the Fleet services team is managing the car scheme including the management of company cars; procurement of new cars from nominated dealers / manufacturers / funders, reallocation of company cars returned before the end of the lease period, all related administration to the car scheme, management of private cars used on business, the salary sacrifice 'Green Car' scheme, management of compliance to the policy using the mileage capture data, etc.
  • Fuel Card Management: support the Fleet Services Manager to ensure the administration of fuel card issue, usage and cancellation for all types of vehicles across MUS. Reminder notes re compliance to policy for private and company car users.
  • General Fleet Administration;- support the Fleet Services Manager to ensure the administration of the congestion charging Fleet Automated Scheme, parking fines, traffic offences, hire vehicles, etc, is being done effectively by the department..
Skill Set
  • Customer Service; a background in providing service to demanding internal and/or external; customers. Ability to 'over deliver' on customer service are key skills required to succeed in this role.
  • Vehicle Insurance; a large part of the role is dealing with the Vehicle Insurance operational elements as described in '4' above. Experience or strong familiarity in this area would be a distinct advantage.
  • Commercial Awareness; aware of P & L implications of their actions, awareness that the department has to deliver financial targets and the role supports that objective.
  • Organisational Skills; multi tasking is a key attribute required in this role; balancing the different and varied demands of the role, prioritising key tasks, ensuring are in place to ensure work is completed in a timely and accurate way.
  • Supplier Management; working with nominated suppliers to ensure they deliver the service necessary to support the MUS business.
  • IT Skills; computer literate with good all round skills in Word, Excel and PowerPoint with some data manipulation skills.
  • Procedures; able to contribute to the establishment and implementation of procedures for the role.
  • Leadership and Teams skills: able to help the Fleet Services Manager to lead the Fleet Services team in a positive and dynamic way to bring the team along with them in delivering the departments objectives. Work as a positive member of the Fleet services team to deliver MPF&S and MUS company objectives.
  • Flexibility: can work on a variety of tasks, embraces change and does not have; 'an always done it this way' mindset.
  • Quality Control; passion to deliver good quality correct work from both themselves and the team they head up.
Relevant Experience
  • Applicants would benefit from experience in the Fleet Management industry in this kind of function. Ideally this experience will be as a manager, supervisor or an ambitious senior administrator working for an internal fleet management function for a major fleet, or a fleet management company, leasing, or vehicle hire company.
  • Experience of effectively managing other people is also an advantage.
